<p>PROBLEM TO BE SOLVED: To provide a conductive endless belt that suppresses separation of fluorine from the surface of a surface layer to prevent the occurrence of filming by paper powder and wear of a blade, and thereby improving durability while ensuring good transferability and cleaning, and an image forming apparatus using the same.SOLUTION: A conductive endless belt 100 includes an intermediate layer 102 and a surface layer 103 sequentially on a base material layer 101.
