PROBLEM TO BE SOLVED: To suitably adjust an indoor temperature by finding out a change value of an optimum set temperature to which intention of a user not representing intention to a present indoor temperature is reflected.SOLUTION: An air conditioning control device 10 includes: an acquisition unit 11 for acquiring intention information in each user; a determination unit 13 for totalizing the intention information acquired from each user at predetermined totalization timing and determining a change value of a set temperature on the basis of the totalized result; and a storage unit 12 for storing the intention information acquired from each user in relation to a user name and an indoor temperature set when the intention information is acquired. The determination unit 13 estimates the intention information based on past intention information extracted from the storage unit 12 on the basis of the present indoor temperature for a user whose intention information cannot be acquired up to the totalization timing and determines the change value of the set temperature on the basis of a result totalizing the estimated intention information together with the acquired intention information.
