PROBLEM TO BE SOLVED: To provide a base station capable of implementing both or appropriate one of recovery from service interruption on early stage and continuation of a service from an indoor base station, depending on the situation.SOLUTION: A communication system includes a first base station constructing a large cell and a plurality of second base stations each constructing a small cell. The communication system includes: a re-connection destination cell estimation part 100 for storing, as re-connection destination information, identification information of a second base station 1 of which the small cell is included in the large cell and which may become a re-connection destination of a terminal 21 located within its own cell, and identification information of the first base station; a radio link status estimation part 200 for determining a possibility for HOF to be incurred in the terminal 21 by RLF and storing a result of the determination; a processing determination part 300 for determining whether the recovery from connection interruption on early stage or connection with the second base station is to be preferential for the terminal 21 on the basis of the re-connection destination information and the result of the determination, and selecting corresponding processing; and a processing execution part 400 for executing the selected processing.
