<p>PROBLEM TO BE SOLVED: To achieve a structure capable of reducing the compression of a developer from a scooping pole (S2) to a cutting pole (N2) and stabilizing the amount of a developer held on a developing sleeve.SOLUTION: A scooping pole scoops a developer in a development vessel and holds it on a developing sleeve. A cutting pole adjacent to the scooping pole downstream in the rotation direction of the developing sleeve is arranged in the vicinity of a control blade. A magnetic force in a direction toward the center of the developing sleeve is set to Fr, and a magnetic force in a tangential direction of the surface of the developing sleeve is set to Fθ. In this case, a magnet arranged inside the developing sleeve is formed so as to have a Fr decay area (a B area) and an Fθreverse area (a C area) between the peak of the magnetic flux density of the scooping pole and the peak of the magnetic flux density of the cutting pole (an A area).
