The purpose of the present invention is to provide a photocatalyst-organic complex composition for treating a non-biodegradable organic compound and a method for preparing the same wherein excellent water resistance of an organic support body and a high efficiency of adsorbing organic pollutants can be continuously maintained; adsorption and photolysis are performed at the same time by enabling a photocatalyst bound to the surface to be decomposed by light; and thus efficiency of treating the organic pollutants can be significantly increased. The method for preparing a photocatalyst-organic complex composition for treating a non-biodegradable organic compound includes: a photocatalyst attachment step of attaching the photocatalyst to an organic support body by using a swelling-modified solvent; a photocatalyst complete fixation step of performing a post-treatment to fixate the photocalatyst attached to the organic support body; and a photocatalyst-organic complex completion step of completing the photocatalyst-organic complex by a post-treatment including a drying process after the photocatalyst complete fixation step.
