PROBLEM TO BE SOLVED: To provide a mattress and a bed capable of acquiring a sufficient displacement amount, which is excellent in support stability, and does not require a complicated system.SOLUTION: A mattress includes a plurality of bag units made of a flexible material having impermeability for fluid, and a tube connected to the bag units for sucking and discharging the fluid. At least part of the plurality of bag units has a hollow portion that penetrates the bag units in the thickness direction of the mattress, the hollow portion being communicated with the outside of the mattress.
