This disclosure pertains to a technology for implementing efficient beamforming in 3D MIMO. One mode of this invention pertains to a base station that has the following: a beamforming unit that forms a plurality of directional beams in accordance with a prescribed beam layout; a transmission/reception unit that transmits a reference signal via the plurality of directional beams formed by the beamforming unit; and a feedback-information acquisition unit that acquires feedback information from a user terminal that received the aforementioned reference signal.
