<p><P>PROBLEM TO BE SOLVED: To provide a power distribution phase shifter capable of matching to a desired power distribution ratio without deteriorating the return loss, and to provide a radio wave transmission system including the power distribution phase shifter. <P>SOLUTION: The first conductor pattern (24) of the power distribution phase shifter (12) includes a first surrounding part (30) which surrounds at least a part of a rotating shaft, and a first arcuate part (36) extending in the circumferential direction of the rotating shaft at a position separated from the first surrounding part (30). A second conductor pattern (52) facing the first conductor pattern (24) while sandwiching a dielectric layer includes a second surrounding part (54) which surrounds at least a part of a rotating shaft and faces the first surrounding part (30), a second arcuate part (68) extending in the circumferential direction of the rotating shaft and facing the first arcuate part (36), and a first arm (64a) and a second arm (64b) extending between the second surrounding part (54) and the second arcuate part (68), respectively.
