Provided are a power headroom report (PHR) processing method and device, a terminal and a base station. The method comprises: calculating a PHR based on a cell group (CG) and/or at least two subframes; and reporting the PHR obtained by calculation to a base station. By means of the present invention, the problem existing in the related art that a PHR acquired by a base station is inaccurate under the dual-link technology is solved, thus achieving the effect of improving the accuracy with which the base station obtains a power headroom report of a terminal.
