PROBLEM TO BE SOLVED: To provide a container cleaning device and a beverage filling device capable of performing dry sterilization without using water and reducing cost relating to sterilization.SOLUTION: A container cleaning device comprises: a foreign matter removal unit 2 removing a foreign matter adhering to a container B by spraying gas to the container B; a sterilization unit irradiating the foreign-matter-removed container B with an electron beam; and a static elimination unit 110 provided prior to the foreign matter removal unit 2 and removing static electricity charged on the container B, the entire container B being sterilized by spraying the gas to the container B to remove the foreign matter and irradiating the foreign-matter-removed container B with the electron beam.
