PROBLEM TO BE SOLVED: To provide an exhaust gas treatment system and an exhaust gas treatment method capable of greatly reducing the entrainment of a COabsorbing liquid at a time of discharging CO-removed exhaust gas to the outside of a system, and ensuring appropriate exhaust gas treatment.SOLUTION: An exhaust gas treatment system comprises: a desulfurizer 15 removing sulfur oxides contained in exhaust gas 12 discharged from a boiler 11; a cooling tower 16 provided downstream of the desulfurizer 15, removing the sulfur oxides remaining in the exhaust gas 12, and reducing a gas temperature; a COrecovery device 17 that includes a COabsorption tower removing COcontained in the exhaust gas 12 by contacting COwith a COabsorbing liquid and an absorbing liquid regeneration tower releasing COfrom the COabsorbing liquid to recover COand regenerating the COabsorbing liquid; and a heat exchanger 33 provided on an inlet passage of an electric precipitator and reducing an exhaust gas temperature, the heat exchanger 33 transforming mist generation substances in the exhaust gas 12 from a gaseous state to a mist state and collecting the mist generation substances in the mist state in soot dust in the exhaust gas 12 to thereby remove the mist generation substances.
