Provided are a cross-flow membrane test cell for estimating the performance and characteristic of a semipermeable membrane and a membrane test apparatus including the same. The cross-flow membrane test cell comprises: a first body for forming a feed solution channel; a second body for forming a draw solution channel; and a plurality of sealing members individually surrounding the feed solution channel and the draw solution channel. An inlet and an outlet of the draw solution channel are located to be offset from an inlet and an outlet of the feed solution channel, to prevent the semipermeable membrane from being deformed.
