<p><P>PROBLEM TO BE SOLVED: To provide a seismic control system capable of imparting an effective damping force to a building, without being affected by the degree of a vibration mode mainly comprising an outstanding vibration component, and a seismic control method for the building. <P>SOLUTION: A variable attenuation damper 16 is operated by control means 24 so that an attenuation coefficient C<SB POS="POST">eq</SB>, which makes a damping force F maximized with respect to the number f of vibrations of the vibration mode mainly comprising the outstanding vibration component, can be set.
