The present invention includes: an eNB (200) that manages a cell and transmits control information in a PDCCH region in a downlink subframe; and a plurality of UEs (100) configuring a terminal group performing group communication in the cell. The PDCCH region contains: a CSS in which is disposed control information in common to in all UEs (100) in the cell; and a USS in which is disposed control information unique to each UE (100) in the cell. The PDCCH region further contains a GCSS in which is disposed GC control information pertaining to group communication. The eNB disposes the GC control information in the GCSS in accordance with a GCRNTI allocated in common to the plurality of UEs (100). Each of the plurality of UEs (100) acquire the GC control information disposed in the GCSS in accordance with a GC-RNTI allocated to the UE (100) in question.
