There is provided a method of manufacturing an insulating material, including: a first mixing step of mixing a base resin containing polyethylene and maleic anhydride-modified polyethylene, and an inorganic filler, to thereby form a master batch; and a second mixing step of further mixing polyethylene with the master batch, to thereby form an insulating material, wherein a copolymerization ratio of maleic anhydride in the maleic anhydride-modified polyethylene is 0.1% or more and 0.5% or less, and a melt flow rate of the maleic anhydride-modified polyethylene when measurement temperature is 190°C and load is 2.16kgf, is 1/2 times or more and twice or less with respect to a melt flow rate of the polyethylene.
