According to an aspect of the present invention, provided is an apparatus for manufacturing graphene, comprising: a foil supplying unit for supplying foil including a metal catalyst; a graphene forming unit for forming the graphene on the foil supplied by the foil supplying unit to make the graphene formed foil; and a stacking device for stacking a protection tape on the graphene formed foil, wherein the stacking device includes: a stacking chamber installed to be connected to an exit of the graphene forming unit; a weight roller device arranged within the stacking chamber and having a weight roller giving tension to the graphene formed foil by a self-weight; a protection tape supplying device arranged within the stacking chamber and supplying the protection tape; a stacking roller device arranged within the stacking chamber and stacking the protection tape on the graphene formed foil to make a graphene stacked structure; and a graphene stacked structure recovering roll recovering the graphene stacked structure.
