The present invention relates to a seawater desalination apparatus ensuring to use fresh water as raw water. More specifically, The present invention relates to a seawater desalination apparatus which comprises: a pretreatment part for treating by introducing either seawater or fresh water; a RO filtration part where the treated water is introduced from the pretreatment part; a treatment water tank storing the water treated from the RO filtration part; and a by-path connecting the pretreatment part and the treatment water tank by bypassing the RO filtration part. The water treated from the pretreatment part is collected into the treatment water tank through the by-path, if treating by introducing the fresh water into the pretreatment part.
