The present invention relates to a pulse generating device. The device includes: a photoelasticity modulator changing a nonlinear refractive index; a photoelasticity modulation controller controlling the nonlinear refractive index of the photoelasticity modulator to make the nonlinear refractive index vibrate at a constant number of vibrations and amplitude; a frequency divider downing a pulse signal, synchronized with the vibration movement of the nonlinear refractive index of the photoelasticity modulator (PEM); two digital pulse generators outputting a pulse having delayed time by applying a time delay interval by receiving each pulse signal as a trigger pulse after the pulse signal is inputted into the frequency divider in parallel; and a pulse calculator outputting a triggering pulse signal of pulse laser by combining each pulse generated from the digital pulse generators.
