The present invention relates to a norbornene-based optical compensation film, and a polarizing panel and a display device using the same. The norbornene-based optical compensation film has the repetitive unit, expressed in the chemical formula 1. The norbornene-based optical compensation film has 100 to 400nm of Rth and 20 to 300nm of Ro, expressed in the math formula 1. The norbornene-based optical compensation film can be used as a reflection prevention phase difference film for OLED. [Chemical formula 1] R1 and R2 are aliphatic and aromatic compounds having not less than 1 of carbon number and not less than 8 of carbon number respectively, and n is an integer, not less than 1. [Math formula 1] Ro= (nx- ny) × dRth= {(nx+ ny)/2-nz} × d. d is the thickness (nm) of the film, nx is the maximum refractive index in a horizontal direction of a surface of the film, nv is the maximum refractive index in a vertical direction of the surface of the film, and nz is the maximum refractive index in a thickness direction of the film.
