The present invention relates to a service brokerage system and a method thereof, capable of mediating a service module between a user and a service provider. According to an embodiment of the present invention, the service brokerage system includes a service usage history collecting part collecting history information about a service used by the user; a preferred service profiling part calculating a preferred service estimation result of the user by analyzing the collected history information; a service module collecting part collecting the service module provided by the service provider to convert the service module into a cloud resource; and a cloud connection management part generating a combination service module including at least one service module, converted into the cloud resource by the service collecting part, by using the preferred service estimation result, calculated by the preferred service profiling part.
