The present invention comprises: a column; a pair of a first rotor and a second rotor; a power generation unit; a variable plate; a variable control plate; a plurality of first multi-joint members installed in a radial direction to control a blade angle of the first rotor and the second rotor; a support plate supporting a rotational shaft; a second multi-joint member connected with the variable control plate; a driving motor; a anemometer measuring wind speed; and a control unit controlling the driving motor. A blade efficiently generates electrical energy, and the first multi-joint member and the variable plate are capable of operating the blade without variable malfunction.
