The purpose of the present invention is to provide a rule representation template for IT nonprofessionals to easily and conveniently represent company task rules in a non-programming manner through a user interface similar to Excel. To this end, provided is a business rule management system (BRMS) having a hierarchical rule structure, the business rule management system (BRMS) generating and managing rules for performing a determination method regarding tasks, and solving the tasks using the rules. The business rule management system (BRMS) having a hierarchical rule structure comprises: a rule processing requesting unit for receiving a rule processing request for a task; a rule generation and management unit for developing and managing rules and generating the generated rules as a specific rule template as needed; a rule storage space for storing the generated rules; a rule cache unit for storing a result value processed using the rules; and a rule engine for solving a task using a rule capable of processing a task corresponding to the rule processing request.
