PROBLEM TO BE SOLVED: To provide a water-based coating composition that facilitates toning, and a method for forming a coating film using the composition.SOLUTION: The water-based coating composition comprises: 100 parts by mass of a first resin component (A) comprising 30 to 70 mass% of an aqueous acrylic resin (A-1) containing no phosphoric acid group and 30 to 70 mass% of an aqueous urethane resin (A-2); 1 to 10 parts by mass of a second resin component (B) comprising an acrylic resin containing a phosphoric acid group; and 5 to 20 parts by mass of an aluminum pigment (C). The method for forming a coating film is carried out by using the above composition. The aqueous acrylic resin is preferably an acrylic resin emulsion; and the aqueous urethane resin is preferably a urethane resin emulsion.
