[Problem] To provide hydrogen by using a simple configuration for a dehydrogenation reaction device that performs a dehydrogenation reaction on organic hydrides, in order to suppress reduction in the activity of a dehydrogenation catalyst in the dehydrogenation reaction device. [Solution] A hydrogen production system (1) comprising: a first dehydrogenation reaction device (3) that generates hydrogen by a dehydrogenation reaction in the presence of an organic hydride catalyst; and a second dehydrogenation reaction device (4) having the generated product from the first dehydrogenation reaction device supplied thereto and generating hydrogen by a dehydrogenation reaction in the presence of the organic hydride catalyst residual in the generated product. The hydrogen production system is configured such that the amount of first catalyst used by the first dehydrogenation reaction device is no more than the amount of second catalyst used by the second dehydrogenation reaction device and the amount of hydrogen generated by the first dehydrogenation reaction device is less than the amount of hydrogen generated by the second dehydrogenation reaction device.
