Detecting, by a user device, movement of a user device between an area inside an allowed location area and an area outside an location area, wherein the allowed location area is smaller than a tracking area associated with the user device, and wherein the allowed location area is defined for the user device; and reporting, to a network, the movement of the user device to a network.
