PROBLEM TO BE SOLVED: To provide a composite substrate structure that enhances abrasion resistance, visual transparency and aesthetic appearance, and a touch panel having the composite substrate structure.SOLUTION: A touch panel 2 comprises: a transparent substrate 100 having a first face 101 and a second face 102 opposite to the first face 101; a diamond-like carbon layer 200 formed on the first face 101 of the transparent substrate 100; and a hydrophobic layer 300 disposed on one face of the diamond-like carbon layer 200 which is the face opposite to the transparent substrate 100. The touch panel 2 further comprises a touch control unit 11 disposed on the second face 102 of the transparent substrate 100, and the touch control unit 11 includes a touch sensing electrode layer 600.
