PROBLEM TO BE SOLVED: To provide a heat medium heating device capable of reducing a contact area between a heat exchanger tube after tube expansion and a top plate to a minimum.SOLUTION: The heat medium heating device includes: a laminate of a plurality of heat exchanger tubes 20 and PTC elements 10 which are alternately laminated with an insulation sheet 30 being interposed therebetween. After disposing the laminate at a predetermined position in a housing from an opening and after covering the opening with a top plate 40A to restrict the edge position in a lamination direction of the laminate, the heat exchanger tubes 20 are pressurized to be expanded. The top plate 40A is formed to have an uneven shape in cross section. The top plate 40A is arranged so that the concave portions 41 of the top plate 40A comes into contact with the swollen portions 24 of the heat exchanger tubes 20 which are swollen toward the top plate 40A after tube expansion.
