IMAGE ENCODER AND IMAGE ENCODING METHOD

PROBLEM TO BE SOLVED: To prevent increase of circuit scale while preventing complication of control processing.SOLUTION: An image encoder 100 is a device for encoding moving images to be encoded based on a predetermined encoding scheme. The image encoder 100 includes: a block division section 102 that divides images included in a moving image into plural control blocks; and an inter-frame prediction section 107 or an intra-screen prediction section 108, which divides the control blocks into at least one prediction block to generate a prediction image for each prediction block by using either one of the inter-frame prediction and intra-screen prediction. According to a predetermined encoding scheme, each of the control blocks may be divided into plural prediction blocks each having different sizes. However, the inter-frame prediction section 107 or the intra-screen prediction section 108 does not divide the control blocks into plural prediction blocks of different sizes but divides the same into prediction blocks every of which have the identical size.
