PROBLEM TO BE SOLVED: To provide a technique that achieves communication between a mobile terminal held by a rescuee and a mobile terminal held by a rescuer or an evacuee side even if communication with a public network is cut off due to a large scale disaster.SOLUTION: An ad-hoc mode communication start program includes: a common ad-hoc ID registration step of registering a common ad-hoc ID for performing ad-hoc mode communication when detecting that communication with a public network 2 is cut off while using a mobile terminal 1 capable of ad-hoc mode communication; a common ad-hoc ID setting step for setting the common ad-hoc ID registered in the common ad-hoc ID registration step to the mobile terminal 1; and the mobile terminal 1 automatically starting ad-hoc mode communication if the common ad-hoc ID is set.
