PROBLEM TO BE SOLVED: To improve convenience when a viewer of a broadcast program receives a viewer service.SOLUTION: A web server 6 includes: viewer information storage means 15 for storing a database of a viewer who has registered membership with a member site in advance; registration preprocessing means 16 for receiving request information on a viewer service when having logged in the member site in the case of accepting a connection request from a mobile terminal 4, and performs preprocessing to register viewing record. The registration preprocessing means 16 includes: viewing secret information extracting means 17 for extracting a character string of viewing secret information from the request information on the viewer service; determining means 18 for determining whether or not the same information as the extracted viewing secret information is registered with the database; and registration control means 19 that has viewing history registration means 14 register viewing record if the extracted viewing secret information is unregistered, and has communication content distribution means 11 distribute an error message to the mobile terminal 4 if the information is already registered.
