The purpose of the present invention is to provide a mobile communication system that can quickly and assuredly contact a municipal disaster response manager or the like in times of emergency, such as the occurrence of a disaster, and also provides a control device and calling method. The invention is configured such that, when a mobile communication control station is unable to communicate with a mobile station via a radio link, positional information of the mobile station is used to carry out communication with a communication device positioned near the mobile station via a plurality of communication lines. In a case where one wants to immediately contact a person in charge of disaster response in times of emergency, such as a disaster, the present invention makes it possible to reliably establish a call with the person in charge by automatically switching to another communication means, even when calling the mobile station of the mobile communication system held by the person is not possible because of the mobile station being outside of a communication range. |
