Provided are a capacitive metal porous body-forming apparatus and a capacitive metal porous body-forming method using the same. The capacitive metal porous body-forming apparatus according to one embodiment comprises: a transfer module for transferring a porous substrate; and a coating module for coating metal powder on the porous substrate, wherein the transfer module comprises a substrate support unit for fixing the porous substrate during the transfer of the porous substrate, and the coating module comprises: a first electrode for generating an electric field which electrifies metal powder; a second electrode which faces the first electrode; a first electricity supply source which is connected to the first electrode and supplies electricity to the electrode; and a second electricity supply source which is connected to the second electrode and supplies electricity which produces electrification to a charge opposite to the charge electrified by the first electrode. In addition, the present invention comprises: an electrifying unit for generating a pulse-type voltage; a metal powder container for storing metal powder therein and supplying the metal powder to the outside; and an outlet which is positioned apart from the top or bottom of the porous substrate and discharges the metal powder, and may comprise a metal powder supply unit for moving or discharging the metal powder coated and electrified by the electrifying unit.
