The present invention relates to an actuator of a camera with functions of auto-focus and image stabilization and to an actuator of a camera capable of easily controlling stabilization and auto-focus by separately arranging a focus control unit generating a driving force to control a focus of the camera and a stabilization operating unit generating a driving force to correct stabilization. The actuator of a camera with functions of auto-focus and image stabilization capable of controlling a focus of a camera and correcting stabilization by controlling a position of a lens for an image sensor comprises: a base arranged on an upper part of the image sensor; a first carrier having a lens and moving on an upper part of the base in an optical direction of the lens; a second carrier moving on the upper part of the base in the vertical direction to the optical direction; a first operating unit arranged on any one side with respect to the first carrier to generate a driving force for moving the first carrier; and a second operating unit arranged on the other side with respect to the first carrier to be separated from the first operating unit and generating a driving force for moving the second carrier.
