Disclosed are a system for controlling software utilization, which is to allow various software to be executed in accordance with a preset usage plan in a user terminal such as a smartphone or the like, and a providing method thereof. According to an embodiment of the present invention, the system for controlling software utilization comprises: a usage period registration module for registering a periodical usage period of target software which is installed in the user terminal; a selection input module for receiving selection for whether to finish the execution of the target software or to continue to execute the target software when an end point of the periodical usage period of the target software executed on the user terminal comes; an usage score calculation module for calculating or renewing a usage score based on inputted selection; and a control module for controlling usage of the user terminal when the usage score satisfies a certain usage control condition.
