The present invention relates to a hair cosmetic composition preventing loss of hair and promoting growth of hair containing salt scrub particles. Provided in the present invention is a hair cosmetic composition preventing loss of hair and promoting growth of hair containing salt scrub particles providing a scalp sterilizing function by a sterilizing power of salt and a scaling effect of a scalp by improving an effect of removing dandruff and dead cells of the dead skin cell layer of the scalp by oversaturating the salt scrub particle in a formulation by optimizing the content of the salt scrub particles, and having long term stability without coagulation and separation of formation and inverse reaction of effective materials even under an extreme condition by optimizing a surfactant in the composition. And, the hair cosmetic composition of the present invention contains raw materials which are allowable sanitary aids, thereby being applied to various hair products having effectiveness and stability for hair loss.
