The present invention is directed to water-in-oil (W/O) emulsion compositions containing gellan gum which provide an enhanced rate of release of active ingredients for delivery to the skin or mucosa.

A topical composition comprising: a surfactant; a continuous hydrophobic phase; and a dispersed aqueous phase comprising water, a water-soluble active ingredient, a cation, and gellan gum; wherein the composition is a water-in-oil emulsion; and wherein the rate of release of the water-soluble active ingredient from the composition increases with increasing concentration of gellan gum as demonstrated in-vitro with a Franz Cell diffusion apparatus.
