A hydraulic driving device for a transporting and lifting device comprises: an operation fluid accommodating block with an accommodation space to accommodate hydraulic operation oil; a pumping block with a pumping unit to suck and pump the hydraulic operation oil by a pumping operation of an operation lever wherein the pumping block is connected to one side of the operation fluid accommodating block; a connection block connected to the pumping block wherein a hydraulic operation oil supply and exhaust line is formed in the connection block; a cylinder arrangement block with a supply and exhaust line connected to the supply and exhaust line of the connection block; and a direction control valve to control flow of the hydraulic operation oil flowing into the supply and exhaust line of the cylinder arrangement block wherein a direction control valve is connected to the cylinder arrangement block.
