a data receiving unit configured to receive first transmission data for a first terminal and second transmission data for a second terminal; a channel quality measurement unit configured to measure a first reception sensitivity of a channel connected to the first terminal and to measure a second reception sensitivity of a channel connected to the second terminal; and a modulating unit configured to determine a modulation scheme based on the first and second reception sensitivities, to encode the first transmission data and the second transmission data according to the determined modulation scheme to obtain modulated data, and to transmit the modulated data to the first and second terminals.
