An embodiment of the present invention provides a plasma catalytic reactor which enables a voltage applied to driving electrodes to be applied at a low voltage, and increases the number of unit catalysts which can be applied between the driving electrodes and ground electrodes. According to an embodiment of the present invention, the plasma catalytic reactor comprises: a plurality of unit catalysts which reduce harmful gas included in exhaust gas passing through the inside by using a catalytic reaction of plasma, occurring in a gap set between the unit catalysts; the driving electrodes which are arranged in at least any one gap among gaps of the unit catalysts, and apply the driving voltage; and the ground electrodes which are arranged in both outermost ends of the unit catalysts, and set a potential difference between the driving electrodes.
