According to the present invention, an encoding method of an encoder comprises the following steps: generating first one-hot bits for upper bits and second one-hot bits for lower bits by using inputted one-hot bits; and encoding the first one-hot bits to the upper bits and complementary upper bits which are complementary to the upper bits through a first logical operation using a cross-connection, and encoding the second one-hot bits to the lower bits, and complementary lower bits which are complementary to the lower bits through a second logical operation using the cross-connection.
