The present invention relates to the technical field of communications, and especially to an information reporting and receiving method, a UE and a network device, and is used for solving the technical problem in the prior art that the UE cannot report a 1d event with respect to a certain cell at a secondary frequency point in an HSDPA environment. In the embodiments of the present invention, a UE can firstly obtain information about the best cell of a second frequency point and a co-frequency cell information list on the second frequency point; and the UE can measure a cell on the second frequency point and compare same with the information about the best cell of the second frequency point, and can determine whether to report a 1d event according to a comparison result, thereby being able to effectively solve the technical problem in the prior art that the UE cannot report the 1d event with respect to a certain cell at a secondary frequency point in an HSDPA environment.
