The present disclosure relates to an image encoding device and a method and an image processing device and a method, which enable easier coupling of bit streams. The present invention is provided with: a setting unit which, on the basis of information relating to the position of and reference to a current picture to be processed of image data, sets header information relating to a hypothetical reference decoder; and a encoding unit which encodes the image data to generate a bit stream including the encoded data of the image data and the header information set by the setting unit.
