Disclosed are a method and device for handling radio resource allocation. The method comprises: receiving a radio resource request message of a terminal via a physical random access channel (PRACH) or a physical uplink control channel (PUCCH), where the request message carries location information of the terminal and/or speed of movement of the terminal; determining, on the basis of the location information and/or the speed of movement, to allocate a radio resource to the terminal and transmitting instruction information to the terminal, where the instruction information is used for instructing the terminal to access the radio resource determined and allocated to the terminal. The present invention resolves problems in the relevant art of radio resource wastage caused by low utilization rates due to unreasonable radio resource allocation, implements effective separation of control-plane radio resources from user-plane radio resources, reduces deployment of control-plane radio resources while increasing the utilization rate thereof. |
