The technical result is high efficiency of monitoring in order to control the movement of mobile personnel when carrying out routine and periodic tasks, monitoring intrusion in residential and nonresidential buildings and controlling parameters of engineering system objects, tracking courier deliveries or shipment of high-value cargo, dispatching public or special-purpose motor transport and personal vehicle security systems. To this end, at each facility 2, a mobile employee with a visit recorder 3 falls within the radius of a transponder 4, as a result of which information on the visit to said facility 2 is transmitted to the visit recorder 3.
