The device comprises an anode system made from electrically non-dissolved material in the form of a coaxially located self-aligned electrode, which is connected in a stationary manner to the upper current lead distributed in a circumferential direction of the electrode above the level of electrolyte and a fragment connected to a negative pole of the current source. An open electrolyser is provided with an annular chlorine exhaust and a jacket with a heat carrier. A supporting plate with holes for installation of a support for a basket for a deactivated fragment and the electrode is installed in the lower part.
