The present invention relates to a toilet paper dispenser for public toilets. In the toilet paper dispenser for public toilets having toilet paper holding shafts to mount a roll of roll-type toilet paper arranged in a main body with a front case arranged on the front surface to be rotated, a locking part formed in one side to lock the front case, and outlets arranged in the lower part of the main body to draw out the toilet paper, the toilet paper holding shafts of the main body are arranged in the upper and lower parts and the outlets are arranged in the left and right sides of the lower part. A C-shaped guide part is separated from the inner wall of the main body at a predetermined interval to supply the toilet paper while being free from interference in the draw-out of the toilet paper. A barrier member to selectively block outlets is guided between the C-shaped guide part and the inner wall of the main body to be movable. Shaft receiving parts to receive the end of toilet paper holding shafts are arranged on the front surface of the front case. A slot in which the barrier member is laterally movable is arranged on the front surface of the lower part. Barrier support parts to selectively receive both sides of a barrier member to be supported are formed in the left and right sides of the inside of the front case being in contact with the front surface of the main body. The present invention can extend the replacement cycle of the toilet paper by supplying two rolls of toilet paper and can use the toilet paper which the users currently use to the initial end of the toilet paper wound on a paper tube; thereby solving problems of inconvenience of the users who use public toilets and managers for public toilets.
