The present invention may include: a housing (H1) which is made up of a material through which a laser beam (L) can penetrate and which has a filter element for filtering fuel and a connection unit (H1′) at the entrance; a cover (H2) which is made up of a material that absorb the laser beam (L) and generates heat and has a nozzle (N) connected to the fuel line of a vehicle and a rib (H2) inserted into the connection unit (H1), wherein the present invention manufactures a fuel filter by welding and assembling the housing and the cover by using the laser beam (L). The laser welding apparatus may include: a base (10) which has a rail (11) and is supported on the bottom; a support plate (20) sliding along the rail (11); a first jig unit (30) which is installed in a side of the support plate (20) and has a rotary jig (32) supporting the end part (H1′′) of the housing (H1) to be able to rotate in the opposite side of the connection end (H1′); a second jig unit (40) which is installed in the other side of the support plate (20) and has a rotary pusher (44) for elastically pressuring the end part of the cover (H2) in the housing (H1) direction while supporting the connection unit (H1′) of the cover (H2) to be able to rotate; and a laser beam radiating unit (60) which radiates the laser beam (L) to the connection unit (H1′) for welding the connection unit (H1′) and the rib (H2).
