<p><P>PROBLEM TO BE SOLVED: To prevent a slit-cut failure caused upon cutting a resin film in a conveyance direction. <P>SOLUTION: A rotating body 2 is equipped with a ditch part 22 whose sidewall serves as a bottom blade 221. An upper blade 31 is inserted into a ditch part 22 while the rotating body 2 rotates in a direction of conveying a film F. The film F held by the upper blade 31 and the bottom blade 221 is cut.
