<p><P>PROBLEM TO BE SOLVED: To inform only a specific operator of information. <P>SOLUTION: An information display device 200 is configured to acquire an image including an information indicator 100 having a plurality of light emitting elements which flash at the time intervals of the inverse number of a predetermined frequency in a first area, and flash at the time intervals of the inverse number of a frequency which is the factorial times of 2 of the predetermined frequency in any area other than the first area in a second area including the first area, and to display information shown in the first area. When predetermined conditions are satisfied by vehicle information, an imaging interval setting unit 201 sets imaging intervals to the inverse number of 2 times of the predetermined frequency, and when the predetermined conditions are not satisfied, sets the imaging intervals to the inverse number of the predetermined frequency. An imaging control unit 202 acquires an image including the information indicator 100 from an in-vehicle camera 300 whose imaging timing is controlled on the basis of the set imaging intervals. A differential image generation unit 206 generates a differential image of the information indicator 100 between a first image and a second image imaged before only by the imaging interval with respect to the first image.
