<P>PROBLEM TO BE SOLVED: To provide an electric motor in which noise caused by collision between a thermal protection element and a brush holder is suppressed and low cost is achieved, and to provide a manufacturing method of the electric motor. <P>SOLUTION: An electric motor includes: a pair of brushes 30 supplying electric power to an armature, a thermal protection element 35 shutting off the power supply to the armature when overheating occurs, a brush holder 22 attached to an end part of the armature and holding the pair of the brushes 30 and the thermal protection element 35.
